QA Analyst

The person is responsible for developing a definition and implementation of the Q&A policies and procedures. The QA is responsible for the implementation of all the ISO international standards (ISO 9001:ISO 14001) and integration of the procedures and policies. He ensures the Quality plan is effectively resourced and manages relationships with internal resources and vendors.
The QA is also responsible for creating and managing the quality development life cycle (QDLC).


Responsibilities:

• Manage a team of quality assurance analysts.
• Develop an overall quality management plan for guiding subcontractor performance in this regard for delivery of equipment and systems.
• Review test plans and test scripts developed by subcontractors with regards to system tests upon installation and commissioning.
• Monitor defect rates of hardware and software furnished/developed by the subcontractors, and raise concerns when defect rates fall outside acceptable levels.
• Report to program management concerns identified during the reviews and audits.
• Create processes, procedures, and standards for quality control activities, and work with subcontractors to ensure they are followed.
• Participate in regular status reviews with subcontractors, as they related to planning and conducting of system testing activities.
• Assemble and maintain metrics on the overall quality performance of the program, based on regular updates with the subcontractors; Raise awareness when performance metrics fall below target levels, provide detailed analyses as to the root causes, and suggest options for corrective action.
• Assist as necessary with other areas of executing the program management office such as conducting risk analyses, contributing to quality assurance reviews, and negotiating subcontractor agreements.
• This position reports to the Project Controls Manager.









Requirements:

• Experience of 8-10 years in quality assurance management involving system design, installation, test, and commissioning in field settings.
• Experience serving in a quality management role that involves the coordination of subcontractors’ activities to meet scope, schedule, and budget.
• Knowledge of transportation-related technologies and systems is very beneficial including such areas as traffic signal control systems, CCTV systems, license plate recognition systems, photo systems for red light and speed enforcement.
• Understanding of the process and activities associated with quality management related to installation of similar systems will be beneficial.
• Experience using automated tools such as the Rational suite for documenting, tracing, and managing requirements of a program.
• Ability to work from a primary office in Saudi Arabia and travel approximately 25-50% of the time to field locations in Saudi Arabia and to subcontractors in Europe.
• Strong skills in communications, interpersonal communications, negotiations, and client relationships.
• Ability to speak, read, and write in Arabic would be beneficial.
• Strong personal integrity and commitment to ethical behavior.
